A 16-year-old girl charged with murder in the fatal stabbing of another teenager is one of a handful of girls in Franklin County accused of taking a life. Cierra L. Howard was at her East Side home on Wednesday afternoon when Jasmine Goodwin, 17, came to Howard’s house to confront her about something, investigators say.
